The Munich Security Conference 2025: Key Leaders Convene at a Pivotal Time
The Munich Security Conference (MSC) 2025, from February 14 to 16, will once again be a key event in international diplomacy. The MSC is pleased to welcome Ursula von der Leyen, President of the European Commission; Roberta Metsola, President of the European Parliament; António Costa, President of the European Council; Kaja Kallas, EU Commissioner for Foreign Affairs; Andrius Kubilius, EU Commissioner for Defense and Space; and Mark Rutte, Secretary General of NATO. The conference will address the future of the international order, multilateral governance reforms, regional conflicts, and transnational challenges like climate and food insecurity. Taking place at a crucial time – shortly after the inauguration of the new US administration, the start of a new EU legislative period, and just one week before the German federal elections – the MSC 2025 will be a significant forum for shaping global security dynamics, with around 60 Heads of State and Government, 150 ministers, and leaders of major international organizations expected to attend.
Launch of the Munich Security Report 2025
The Munich Security Report (MSR) 2025 will be presented just days ahead of the MSC 2025 on February 10 at the Federal Press Conference in Berlin. The launch will take place between 10 a.m. – 11 a.m. The MSC Chairman Ambassador Christoph Heusgen, joined by Tobias Bunde (Director of Research & Policy), will present the report which will again serve as the basis for discussion at the conference in Munich and contains exclusive data and visualizations on current security policy issues.
MSC Kick-off Event in Berlin
The MSC Kick-off will take place on Monday, February 10, from 12.00 p.m. – 1.30 p.m. at the Representation of the Free State of Bavaria in Berlin (by special invitation only). The event addresses more than 100 senior officials from politics and the private sector, the diplomatic corps, media, and the Berlin think tank community. We are looking forward to discussing the key themes of the upcoming MSC together with high-profile panelists, including Filippo Grandi, UN High Commissioner for Refugees. Welcome remarks will be given by MSC Chairman Christoph Heusgen and Dr. Florian Herrmann, Head of the Bavarian State Chancellery and State Minister for Federal Affairs and Media.
Munich Young Leaders Cohort 2025
The Munich Security Conference and the Körber-Stiftung are delighted to announce the Munich Young Leaders (MYL) 2025 and welcome them to the upcoming 61st edition of the MSC. The MYL program was initiated in 2009 and has now become an integral part of the MSC. Every year, the program brings together around 25 outstanding young representatives of governmental institutions, parliaments, think tanks, media, and the private sector from Germany, selected NATO member and partner states, as well as from states of strategic importance in the Asia-Pacific region, the Middle East, and Africa. Meet the outstanding MYL Cohort 2025 on our website.
Women Parliamentarians Program
As a leading international platform for debating foreign and security policy issues, the MSC is convinced that relevant and effective dialogue must include diverse voices. Yet women, in particular, remain heavily underrepresented in foreign and security policy worldwide. For exactly this reason, we are continuing to grow the network of our MSC Women Parliamentarians Program (WPP) and will kick-off the third WPP cohort at the MSC 2025. The program brings together recently elected female parliamentarians from all over the world to strengthen their role in foreign, security, and development policy. Through selected formats, such as participation in MSC events, an annual meeting, and background discussions, we strive to enable participants to engage with international leaders from the MSC network, to connect across borders, regions, and party affiliations, and to jointly generate new ideas and approaches for foreign, security and development policy. Meet this year’s participants on our website.
Keynote Speech by Defense Minister Boris Pistorius at the MSC Innovation Night
The Defense Minister of the Federal Republic of Germany, Boris Pistorius, will deliver a keynote at the MSC Innovation Night on February 13. Under this year’s theme, “Scale UP & Double DOWN – Cross-Amplifying Defence Innovation and Alliance Resilience,” the event will tackle how defense innovations, bolstered by defense-tech startups and venture capital can boost military capability while enhancing resilience. For the eighth consecutive year, the Bundeswehr Cyber Innovation Hub, in partnership with the MSC, is bringing together decision-makers, innovators, and thought leaders from around the world. The MSC Innovation Night kicks off at 6 p.m. and will be available to follow via livestream.
MSC Food Security Task Force
At last year’s Munich Security Conference, the MSC established the MSC Food Security Task Force as a unifying and guiding feature between high-level MSC policy discussions on food security. The Task Force convenes key stakeholders from five continents and a variety of sectors, including national security, development, government, multilateral organizations, and business. It serves as a forum to discuss much-needed food security reforms and define pledges and commitments from all sectors involved. Its goal is to promote a forward-looking policy debate that shifts the food security conversation from traditional, often donor-focused debates about direct aid towards systemic, action-oriented, and geopolitically informed approaches.
In addition to a prominent Townhall discussion on food security and several dedicated side events, the members of the MSC Food Security Task Force will meet at the margins of the MSC 2025 to present the group’s recommendations and invite key stakeholders to pledge their commitment to increased food security efforts. Find out more about the Task Force and meet the members on our website.
